Błąd Forum - problem z ogonkami (ą oraz ę)

Opis problemu:
Cześć,
przychodzę z dość nietypowym problemem, a przynajmniej nietypowym dla mnie. Otóż zacząłem tworzyć forum, wszystko szło dość gładko do momentu, w którym nie zauważyłem problemów z ogonkami. Dotyczy to liter ą oraz ę. Błąd pojawia się tylko w drzewku forum, tam gdzie wyświetla się ostatni napisany temat, nigdzie indziej. Szczerze powiedziawszy nie mam już pomysłu, więc zwracam się z prośbą o pomoc do Was. Wygląda to tak:




Forum na ten moment jest zamknięte ze względu na trwające na nim prace, dlatego też jeśli ktoś chciałby wejść, pogrzebać, to przygotowałem konto z uprawnieniami do przeglądania strony. Nie wydaje mi się, aby moi potencjalni gracze się tutaj znajdowali

- Zamień kodowanie tabel na utf8_general_ci.
- Pobaw się w programie (choćby w Notepadzie) i popraw te krzaczki, nastepnie poprawioną bazę wgrywasz i powinno śmigać.
- Wykonaj konwersje w ACP>Narzędzia i konfiguracja>Konwersja do UTF-8

- Zamień kodowanie tabel na utf8_general_ci.

1. Takie kodowanie już było, ale zmieniłem raz jeszcze;
2. Co ciekawe w bazie tych krzaczków nie widać, wszystko wygląda normalnie;
3. Wykonałem tak jak mówisz.

Niestety żadna z czynności nie przyniosła rezultatu.

Wygląda na to, że kwestia dotyczy ogonków tylko wtedy, gdy "kończy" się tekst. W każdym innym przypadku ogonki są czytane:

W motywie użyta jest pewnie funkcja substr() a nie mb_substr() - stąd ten problem.

Niestety nie jestem aż tak zaznajomiony z tematem - czy jest możliwość, aby to zmienić? Jeśli tak, to gdzie? Z góry dziękuję za pomoc
