Gdy wchodzę na localhosta, w stronę główną czyli index.php widzę taki błąd

Na 99% zbyt niska wersja php. Nie wiem jaką wersję Laravela posiadasz, jednak do najnowszej potrzebne jest php przynajmniej w wersji 5.5.
Otwórz plik composer.json z głównego katalogu i znajdziesz tam wymaganą wersję php.
