Natrafiłem na problem w ostatnim momencie instalacji tzw Finish setup. 
MyBB is already installed

1 -Upgrade my existing copy of MyBB to  (Recommended)
This option will upgrade your current version of MyBB to MyBB 1.8.14.

Upgrade to mybb 1.8.14
2 -Install a new copy of MyBB
This option will delete any existing forum you may have set up and install a fresh version of MyBB.
You should choose this option to erase your existing copy of MyBB if you wish to start again.

Gdy wybieram Upgrade pojawia się panel

Ogarnięte, nie wiem co było nie tak ale po czwartej reinstalacji weszło I działa prawdopodobnie moja wina <)
